Understanding the Case
The Parker resort is designed to bring a Sonoma-style getaway experience to Illinois, featuring 120 cottages, vineyards, event space, and carefully planned amenities across approximately 80 acres. After extensive public hearings, zoning analysis, and community input, the City of Galena approved the annexation, rezoning, and preliminary Planned Unit Development (PUD) plan in 2022.
However, a neighboring property owner filed suit, alleging the City violated her procedural due process rights by not allowing her to cross-examine the developers during zoning hearings. The trial court agreed on that single issue and voided the zoning decisions supporting the project, effectively stopping all progress.
